IMPLEMENTATION PLAN FOR NAMIBIA QUALITY ASSURANCE
FRAMEWORK FOR STATISTICS (NQAFS)
APPROVAL OF THE PLAN
This Implementation Plan was issued by the Statistician-General as a guideline to operationalise the
Namibia Quality Assurance Framework for Statistics (NQAFS) by all producers within the realm of
the National Statistical System. The Plan was developed and issued within the letter and spirit of the
Statistic Act No. 9 of 2011. In particular, the provisions of Part VI dealing with the Coordination of
the National Statistical System (NSS), with special emphasis on section 36 dealing with the issuance
of statistical standards.
The Plan therefore provides a three-step implementation of the Framework based on a cumulative
implementation of the components of quality and subsequent elements as well as in the dimension of
official statistics designation. The Plan must therefore be read together with the Framework in order
to ensure absolute coherence during implementation.
