        ,        Public Order (Lagos) (No. 3) Order, 1961
                           Commencement : 23rd May, 1961
     Wuerzas the Minister of Lagos Affairs‘is of opinion that, by reason of
 " particular circumstances existing in Lagos, the powers conferred upon the
   Minister by subsection (1) of section 5 of the Public Order (Lagos) Ordinance
     will not be sufficient to prevent serious public disorder being occasioned by
     the holding of public meetings or public processions in Lagos:
       Now, THEREFORE, in exercise of the powers conferred by subsection (2) of
     section 5 of the Public Order (Lagos) Ordinance the Minister of Lagos
     Affairs has made thefollowing Order—
        1. This Order may be cited as the Public Order (Lagos) (No. 3) Order,         Citation.
       2. All public meetings and public processions other than those authorised      Prohibition
     by the Minister of Lagos Affairs by written notice to the Commissioner of        of public
